Konsultacje w zakresie rabatów, mnożników i współczynników sezonowych do taryfy na przesyłanie paliw gazowych na 2027 r.
W dniu 1 września 2025 r. Prezes Urzędu Regulacji Energetyki rozpoczyna VIII konsultacje na podstawie art. 28 rozporządzenia Komisji (UE) 2017/460 z 16 marca 2017 r. ustanawiającego kodeks sieci dotyczący zharmonizowanych struktur taryf przesyłowych dla gazu (Dz. Urz. UE L 72 z 17.03.2017 s. 29) dla jednolitej taryfy na przesyłanie paliw gazowych z wykorzystaniem jednego połączonego systemu wejścia/wyjścia gazu ziemnego, obejmującego własną sieć przesyłową Operatora Gazociągów Przesyłowych Gaz-system S.A. oraz sieć przesyłową będącą własnością SGT EuRoPol GAZ S.A.
Konsultacje dotyczą:
- poziomu mnożników dla krótkoterminowych usług przesyłania paliw gazowych,
- poziomu współczynników sezonowych dla krótkoterminowych usług przesyłania paliw gazowych i ich obliczeń,
- poziomów rabatów określonych na punktach wejścia z terminalu LNG oraz
- rabatów stosowanych w celu obliczenia cen bazowych standardowych produktów z zakresu zdolności przerywanej,
które będą wykorzystywane w rozliczeniach z użytkownikami jednego połączonego systemu wejścia/wyjścia gazu ziemnego w 2027 r.
Organy regulacyjne wszystkich bezpośrednio połączonych państw członkowskich UE oraz wszystkie zainteresowane podmioty mogą przesłać swoje stanowisko w sprawie konsultowanych zagadnień w terminie do dnia 1 listopada 2025 r. na adres poczty elektronicznej: konsultacje.nctar@ure.gov.pl.
Powyższe konsultacje będą prowadzone równocześnie z konsultacjami opracowanego i konsultowanego odrębnie przez OGP GAZ-SYSTEM S.A. (w trybie art. 26 Kodeksu taryfowego), „Dokumentu Konsultacyjnego dla Systemu Wejścia – Wyjścia na terenie Rzeczypospolitej Polskiej na lata 2027 - 2031”. Przyjęta w nim metoda wyznaczania cen referencyjnych zakłada stosowanie od 2027 r. tej samej metody łącznie dla jednego połączonego systemu wejścia/wyjścia gazu ziemnego.

Consultation on discounts, multipliers and seasonal factors for 2027 gas transmission tariff
On 1 September 2025 the President of ERO launched the 8th consultation, pursuant to Article 28 of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonized transmission tariff structures for gas (OJ L 72 of 17.03.2017, p. 29), concerning 2027 tariff.
The consultation with the regulatory authorities of all directly connected EU Member States and relevant stakeholders refers to:
a) the level of multipliers,
b) the level of seasonal factors and their calculations specified in Article 15 of the Tariff Code,
c) the levels of discounts at entry points from the LNG terminal and discounts applied to calculate the reserve prices for standard capacity products for interruptible capacity set out in Article 9(2) and Article 16 of the Tariff Code,
for a single combined natural gas entry/exit system[1], comprising the transmission network of Operator Gazociągów Przesyłowych GAZ-SYSTEM S.A., and the transmission network owned by the company SGT EuRoPol GAZ S.A.
During the consultation process spanning from 1 September to 1 November 2025, stakeholders may send their comments, opinions and proposals to a dedicated e‑mail address: konsultacje.nctar@ure.gov.pl, using an enclosed template.
The consultation is carried out simultaneously to the consultation of ‘The Consultation Document for the Entry – Exit System in the Republic of Poland for 2027-2031’, drawn up and consulted separately by GAZ-SYSTEM S.A., pursuant to Article 26 of the Tariff Code. A reference price methodology adopted in that document assumes that since 2027 the two separate entry/exit systems will be merged into a single natural gas entry/exit system in the territory of the Republic of Poland, for which the same method of reference price calculation will be applied jointly (an uniform transmission tariff will apply).
The President of ERO encourages participation in the consultations.
Note: In case of any inconsistencies between the Polish and English version of the consultation document, the Polish version shall prevail.
[1] Pursuant to Article 2 point 57 of Directive (EU) 2024/1788, ‘entry-exit system’ means an access model for natural gas or hydrogen where system users book capacity rights independently on entry and exit points, that include the transmission system and may include the whole or part of the distribution system, or hydrogen networks.
