URE’s report: Volume of electricity generated in small-scale RES installations totalled 5.5 TWh in 2025
The President of the Energy Regulatory Office published a summary report on electricity generation from small-scale RES installations and on biogas production for biomethane generation in 2025. Over the past year, the number of small-scale installations increased by almost 16 per cent, and their installed capacity by nearly 15 per cent.
Under the regulations in force since 2021, a small-scale RES installation has a total installed electrical capacity of between 50 kW and 1 MW. No licence from the President of URE is required to generate electricity at such a facility; only an entry in the register maintained by the President of URE is needed. From 2024, the consolidated annual report should also cover installations listed in the register of biogas or biomethane producers maintained by the Regulator; however, since the register was established, no producer has applied for entry.
During 2025, the number of electricity generators registered rose from 3,761 to 4,333, whilst the number of installations they owned increased from 6,977 to 8,077. The total installed capacity of small-scale RES installations exceeded 5.9 GW by the end of 2025, up from just over 5.1 GW a year earlier.
In 2025, small-scale RES installations generated nearly 5.5 TWh of electricity, up from 4.8 TWh in 2024. In 2025, generators sold over 3.7 TWh of electricity to obligated suppliers, compared with over 3.4 TWh in 2024.
