The Accelerator, the Digital Twin, an offshore wind power auction and the initial decisions shaping the hydrogen market – the Report on the Activities of the President of the Energy Regulatory Office in 2025 is now available
The President of URE has published the 2025 report, a year marked by significant changes in the activities of the fuel and energy market Regulator. On 11 August last year, Renata Mroczek became the first woman to serve as President of URE. New projects launched on the Regulator’s initiative include: setting up the President of URE’s Cross-Sectoral Accelerator for the Development of the Polish Energy Sector and starting the creation of URE’s Digital Twin. The first-ever auction supporting offshore wind energy was also held, and the initial decisions concerning the hydrogen sector were issued.

Cross-Sectoral Accelerator for the Development of the Polish Energy Sector
On 29 October 2025, the President of URE launched a new initiative to promote dialogue and cooperation on energy integration and other areas of the economy: the Cross-Sectoral Accelerator for the Development of the Polish Energy Sector. The project aims to facilitate knowledge sharing and collaboration to develop practical solutions that will speed up the energy sector’s development in Poland and support climate goals. Nearly 30 organisations and associations have already joined the project, along with 5 ministries that play a key role in the energy sector.
URE’s Digital Twin
Last year, the President of URE also launched intensive efforts to digitise the Office’s operations. Together with the Ministry of Digitalisation and the Centre for Energy Transition at the Faculty of Law and Administration of the University of Warsaw, she signed an agreement to develop an artificial intelligence-based Digital Twin of the Energy Regulatory Office. In the first phase of the project, the system is expected to streamline the tariff-setting process for district heating companies; ultimately, its scope should cover most aspects of the Energy Regulatory Office’s work.
First offshore auction
On 17 December 2025, the Office held Poland's first-ever auction to support offshore wind energy. Thanks to the Office’s thorough preparations and the appropriate regulatory amendments, the auction was a success, securing support for further offshore wind farms under development in the Polish Baltic Sea as part of the second development phase, with a total capacity exceeding 3.4 GW.
Hydrogen – the fifth sector subject to regulation by the President of URE
Another development of crucial importance was the entry into force on 20 January 2025 of the amendment to the Energy Law, which established the legal framework for the hydrogen sector in Poland and designated the President of URE as its regulator. Over the past year, the first decisions on the development of the hydrogen market were also taken. On 27 October, the hydrogen transmission system operator (OGP GAZ-SYSTEM) was granted an exemption from the requirement to maintain legal independence for activities related to the transmission of gaseous fuels. In November 2025, the European Commission received the President of URE’s position on granting a certificate of independence to the aforementioned company, which is a prerequisite for obtaining the status of a hydrogen transmission system operator for the period after 4 August 2026.
Lower tariffs for electricity, gas and heating
Last year, URE was also quite busy approving tariffs for electricity, gas, and heat. It is true that mechanisms protecting certain end-users from excessively high energy prices remained in place throughout 2025, but in December last year the Regulator approved new electricity tariffs, which reduced prices by around 14 per cent compared with those approved for the fourth quarter of 2025, bringing them below the ‘frozen’ level. During the same period, electricity distribution tariffs were also approved; these either allow the use of flexibility services or include tariff bands for customers with new contracts that have dynamic pricing.
In view of the expiry of the maximum heat supply price mechanism on 30 June 2025, the President of URE requested that district heating companies analyse their operating costs and submit proposals to reduce prices and tariffs. As a result of the Regulator’s actions over the past year, the average cost of heat generation decreased by 1.6 per cent, whilst the average tariff for heat distribution services fell by 3.1 per cent.
Furthermore, on 29 May 2025, the President of URE approved a tariff for PGNiG Obrót Detaliczny (now myOrlen), resulting in a nearly 15 per cent reduction in natural gas prices.
Another year with a high number of grid connection refusals
Last year, there was once again a significant number of refusals to issue connection conditions for the electricity grid. Although the number of refusals fell to 4,897, the total capacity subject to refusals rose to 107,000 MW. However, it is worth noting that the President of URE played an active role in the work on the amendment to the Energy Law, the so-called ‘Grid Act’, which includes measures to streamline the process of connecting generators to the grid.
Communication initiatives addressed to electricity consumers
Among the URE’s communication initiatives, the following are particularly noteworthy: the public opinion survey “Bills Under Consumer’s Control” and the new educational series ‘EnsURE Consumer Awareness”, which explains the most important issues relating to electricity contracts and bills. An updated version of the “Compendium of Electricity Consumers’ Rights” was also published on the URE website.
