Offshore: First auction for offshore wind farms concluded
The President of the Energy Regulatory Office (URE) has published the results of the auction to obtain the right to cover the negative balance for electricity generated in an offshore wind farm and fed into the grid.
- The first auction for offshore wind energy in Poland is an event of major importance on the path of our country’s energy transition. The fact that it was successfully conducted gives me great satisfaction. The preparation and organisation of the offshore auction involved numerous challenges for the Office I am in charge of, operating in a complex and dynamically changing regulatory environment. This confirms the Regulator’s ability to support the strategic objectives of the state in the energy sector. On 17 December 2025, for the first time in Poland, an auction was held under the second phase of support for offshore wind energy. The maximum total installed electrical capacity of offshore wind farms for which the right to cover the negative balance could be granted amounted to 4 GW.
Four generators participated in this year’s auction, of which three winners were selected. As a result of the auction, offshore wind farms with a total installed electrical capacity of 3.435 GW will be developed:
- ORLEN Neptun VIII Sp. z o.o. – Baltic East Offshore Wind Farm, with an installed electrical capacity of 900 MW;
- Elektrownia Wiatrowa Baltica 9 Sp. z o.o. – Baltica 9 Offshore Wind Farm, with an installed electrical capacity of 975 MW;
- MFW Bałtyk I S.A. – Bałtyk I Offshore Wind Farm, with an installed electrical capacity of 1,560 MW.
The bids submitted this year did not exceed the maximum total installed electrical capacity of offshore wind farms available for individual connection points. However, the “forced competition” rule applied in this year’s auction, under which the auction is won by participants whose bids jointly did not exceed 90 per cent of the total installed electrical capacity of offshore wind farms covered by all bids[1].
The auction participants undertook to generate electricity and feed it into the grid for the first time within 7 years from the date of closing of the auction session. Upon fulfilment of this obligation, the 25-year support period will commence.
The total estimated volume of electricity that the generators who won the auction plan to generate and feed into the grid in order to obtain the right to cover the negative balance amounted to over 330 TWh.
The price for the electricity generated at the offshore wind farm and injected into the grid that generators could indicate in their bid, which will be the basis for settling the right to cover the negative balance, could not be higher than the maximum price specified in the Regulation of the Minister of Climate and Environment of 9 January 2025[2].
Within the winning bids, the minimum offered price amounted to PLN 476.88 per MWh, while the highest price reached PLN 492.32 per MWh.
