Gas market: ACER consultations on draft methodology for comparing cost efficiency of Transmission System Operators
Between 17 June and 17 July 2025, European Union Agency for the Cooperation of Energy Regulators (ACER)[1] is going to hold consultations on draft methodology for comparing cost efficiency of natural gas European Transmission System Operators (TSO).
ACER performs such a comparison pursuant to Article 19(2) of Regulation 2024/17892[2], and Domestic Regulators (including the President of the URE) and operators are obliged to share any data necessary for such an analysis.
The results of the initial comparison of efficiency of the European TSOs in the natural gas sector are to be published by 5 August 2027, and considered by Domestic Regulators to determine the adjustable (allowable) income of those DSOs that forms the basis for the calculation of tariffs and fee rates. The analysis is supposed to be updated once every four years.
The President of the URE encourages all gas market participants to attend consultations.

The agency is entitled to monitor internal electricity and natural markets, and in particular electricity and gas prices and network availability, including energy from renewable sources.
