The President of the URE approved another change in the distribution tariff, introducing new solutions to support the energy market transformation

Three of the five biggest electricity distributors operating in Poland have already provided the President of the URE with requests to change or approve new distribution tariffs that include current changes in the sector, such as the emergence of dynamic price energy sale offers. On June 9, the President of the URE approved the change in the tariff for Tauron Dystrybucja, introducing a new tariff group – G13s.

In recent months, the Regulator also approved the change in the tariff for Energa-Operator, dedicated to the consumers who want to use dynamic price energy sales agreements and other solutions allowing them to make use of new services available in the energy market, included in the tariffs provided by Enea Operator and Tauron Dystrybucja for 2025.

- The fact that DSOs test different solutions to encourage consumers to make an increased use of renewable electricity and, thus, support the stable operation of the power system is an extremely positive indicator. To enhance the consumer flexibility is one of the cornerstones of the KET (Effective Transformation Sheet) agreement signed on the Regulator’s initiative. IDC and IRB services in the new Enea Operator tariff

The Enea Operator distribution tariff valid from January 1 of the current year has a new possibility for consumers. They can now use the IDC service, which allows them, in agreement with the DSO, to consume power above the contractual power level, up to a safe power value.

Another improvement in the Enea Operator tariff is the IRB service. It is a service to change the consumption of reactive power or the feeding of reactive power to the DSO grid by the consumer above the contractual power factor, or the consumption of reactive power or feeding of reactive power when no active power is generated.

This offer is addressed primarily to industrial consumers from A, B, and C tariff group and it is in effect from the beginning of 2025.

New Tauron Dystrybucja tariff groups

The Tauron Dystrybucja tariff approved by the President of the URE in December 2024 has introduced a new four-zone tariff group – G14 Dynamic, where daily zones correspond to the duration of the following periods indicated in Energetyczny Kompas (Power Compass), an application developed and shared by PSE: recommended use, normal use, recommended saving, and required saving.

This tariff group has been in effect since 1 January 2025, and is addressed to consumers who have the possibility to flexibly change the consumption and storage of electricity.

The latest change in the distribution tariff for Tauron Dystrybucja introduced on 9 June 2025 implements within the area of this operator a new tariff group – G13s, including daily zones corresponding to the production of electricity by renewable energy sources, mainly by PV systems.

This group is intended for consumers who want to actively use electricity generated by PV systems and can adjust their energy consumption to energy generation throughout the day. The users who switch to G13s will always have the possibility to return to their original tariff group.

New groups, G11f and C11f, in the changed Energa-Operator tariff

New tariff groups, G11f and C11f, have been implemented following the change in the Energa-Operator tariff introduced on 30 May 2025. They are intended for household consumers and institutional consumers whose energy consumption does not exceed 40 kW and who want to use dynamic price energy sales agreements.

Fees charged in these tariff groups have an increased fixed component of the grid fee in relation to other groups in this segment and a decreased variable component of the grid fee.

These groups are dedicated to consumers located within Energa-Operator operating area who want to actively participate in the energy market and are ready to adjust the consumption of energy to this market’s price indicators. The change in the Energa-Operator tariff comes into effect from July 1 of the current year.

Actions taken by the three distribution system operators, who adjust their tariffs to the market situation, represent another step of the power companies towards transformation. We perceive these actions as a response to the expectations of the regulatory office and at the same time ensure support in their implementation. We also expect other DSOs to provide their customers with solutions supporting them in their active participation in the energy market and contributing to the stable operation of the power systems - Rafał Gawin emphasises.

  • The total amount of the electricity bill includes the costs of electricity purchase and the costs of its distribution (transmission).
  • The President of the URE approves distribution tariffs for all power companies having an electricity distribution concession. The distribution tariffs cover all consumer groups.
  • Tariffs for distribution services are calculated by companies, for example, on the basis of operating expenditure of power companies. They also include fees resulting from the provisions of law and listed on the electricity bill, which are not transferred to distributors, such as the cogeneration fee, RES fee, quality rate, and capacity fee.
