RES Auctions: The President of URE has announced the schedule for electricity auctions from renewable energy sources (RES) to be held in 2025. Over PLN 31 billion has been earmarked for the sale of energy.
According to the auction schedule for the sale of electricity from renewable energy sources, agreed with the Minister of Climate and Environment, this year's sessions will begin on Tuesday, 1 July, and conclude on Wednesday, 9 July. A total of 75.9 TWh of green energy, with a maximum value slightly exceeding PLN 31 billion, will be offered across seven scheduled auctions.
The initial sessions – held on 1 and 2 July – will be dedicated to installations utilizing landfill biogas, sewage treatment plant biogas, other types of biogas, dedicated biomass combustion, hybrid systems, thermal waste conversion (including high-efficiency cogeneration), and dedicated multi-fuel combustion installations.
On the third auction day, 3 July, electricity producers using agricultural biogas exclusively, including in high-efficiency cogeneration systems with an installed electrical capacity exceeding 1 MW, will be eligible to participate.
Auctions for installations powered by hydropower, bioliquids, and geothermal sources are scheduled for 4 and 7 July, grouped into baskets based on installed capacity – up to and above 1 MW.
As in previous years, the final auction sessions will focus on photovoltaics and onshore wind. These will take place in two capacity-based baskets (up to 1 MW and above 1 MW) on 8 and 9 July.
It is important to note that the publication of the auction schedule does not constitute the formal announcement of the auction. In accordance with the Renewable Energy Sources Act[1], each auction session will be officially announced via the Public Information Bulletin of the Energy Regulatory Office. However, this does not affect the ability to apply for a certificate of admission to the auction. Entities interested in participating in the auction support system may submit the required documentation for pre-qualification at any time throughout the year. Considering that it is in the Producers' interest to ensure that they are able to participate in the auction well in advance, they are encouraged to submit their applications as soon as possible, once the Producer has all the necessary documents.
Below is the calendar of this year’s auction sessions, broken down by individual auction baskets:
* DMCP – dedicated biomass combustion plant; TWCP – thermal waste conversion plant; DMFCP – dedicated multi-fuel combustion plant.
The 2025 auctions will be open exclusively to so-called "new installations", in accordance with the Ordinance of the Council of Ministers dated 27 September 2022 concerning the maximum volumes and values of electricity from renewable energy sources that may be sold by auction in each of the calendar years from 2022 to 2027.[2]
An economic operator wishing to participate in a RES auction is required to create an account with the Online Auction Platform (OAP, in Polish IPA) and, using the platform, submit an application for a certificate of admission to the auction. The data and documents required for the application are specified in Article 75 of the RES Acti.
Rules for submitting and examining applications
According to the RES Act, applications for admission to participate in auctions must meet specific requirements in order to be processed. The rules governing the submission and processing of applications for a certificate of admission to RES auctions are outlined in the announcement issued on 13 October 2023.
How to reapply
To re-obtain a certificate of admission to an auction for a renewable energy source installation – whether the previously issued certificate has expired or there has been a change in the installation’s factual or legal status since its issuance – submit a new application to the President of the Energy Regulatory Office. When reapplying for the same installation, use the ‘Reapply’ function::
- The ‘Reapply’ button is available in the ‘APPLICATION LIST’ tab next to the original application sent for a given installation, and in the ‘MY INSTALLATIONS’ tab after expanding the details for that installation;
- The installation's current data (with editing option) will automatically be inserted into the re-application form;
- All changes in the actual or legal status of the installation (e.g. addenda to the connection agreement, changes in location, capacity, etc.) should be described and documented. Include the relevant documents with the application, such as addenda to the connection agreement, a revised building permit or a construction log.
- f the factual and legal status of the RES installation remains unchanged since the issuance of the previous certificate, the application should include a request to reuse the documentation collected by the authority during the original – and any subsequent – administrative procedures, provided it is still valid. The application should also include a declaration confirming that the factual and legal status of the planned installation has not been altered.
- Re-applying involves the payment of stamp duty for the issue of the certificate.
Certificate issue date
The President of URE is required to issue or refuse to issue a certificate of admission to the auction within 30 days from the date of submission of a complete application.
- The actions that Producers must complete prior to participating in the auction – including, in particular, registering an IPA account, establishing collateral, and following the rules for signing IPA forms – are specified in the Auction Terms and Conditions, approved by the Minister of Climate and Environment in 2023. Every prospective participant in the auction system is obliged to familiarize themselves with these Terms and Conditions.
