Energy transition: first entity on the list of aggregators maintained by the President of URE

On 9 September, Photon Energy Trading PL Sp. z o.o. from Poznań was the first entity to be entered on the list of aggregators. The company is planning to start the aggregation from 1 December 2024.

The role of the aggregator was introduced by an amendment to the Energy Law. An aggregator is a market participant operating in the electricity market and engaged in aggregation[1]. This means the activity of combining the volume of capacity or electricity offered by consumers, electricity generators or electricity storage operators, taking into account the technical capacity of the network to which they are connected, for the purpose of selling electricity, providing system services or flexibility services on the electricity markets,

Each entity that indents to provide aggregation services must apply to the President of URE for entry on the list maintained by the Regulator.

Entities applying for such an entry must meet certain conditions, including:

  • identify the electricity system operators in whose area aggregation will take place;
  • specify the planned starting date of the aggregation;
  • indicate whether they also intend to operate using a peer-to-peer trading platform for renewable energy.

In order to confirm this activity, the aggregator should submit the relevant information together with a copy of the aggregation agreement concluded with a final consumer of electricity, electricity generator or operator of an energy storage facility. The President of URE is in fact required to remove an aggregator from the list if the aggregation is not undertaken within six months from the date of listing[3].

Photon Energy Trading PL Sp. z o.o. is the first company to be listed as an aggregator. The company plans to start aggregation on 1 December 2024 in the areas of the following operators: Polskie Sieci Elektroenergetyczne SA, Enea Operator Sp. z o.o., Energa-Operator SA, PGE Dystrybucja SA, Stoen Operator Sp. z o.o. and Tauron Dystrybucja SA.

Detailed information on the list of aggregators, the procedure for obtaining an entry and the application form are available on URE website.
