Rafał Gawin re-elected Vice Chair of the ACER Board of Regulators
On 13 December 2023 at the meeting of the Board of Regulators of The European Union Agency for the Cooperation of Energy Regulators (ACER Board of Regulators), the President of URE was re-elected Vice Chair of the Board.
- Thank you for your confidence and for entrusting me once again with the role of Vice Chair of the ACER Board of Regulators. I see it as a token of appreciation for the efforts of the Polish Energy Regulatory Office and our activity on the international stage. For the President of URE, in turn, this will be an opportunity to participate even more actively in ACER’s work and to share knowledge and experience. This is of particular importance today, when the energy sector is the flywheel of the economy, and cooperation on the European forum is a prerequisite for effective action in the area of climate and energy transformation - says Rafał Gawin, President of URE.
The term of office for this post is two and a half years. Previously, Rafał Gawin held the position from March 2021 to September 2023. The Chair of the Board and his or her deputy are responsible for representing ACER’s positions and views vis a vis other institutions and organisations. They may make statements before the competent committees of the European Parliament and provide information in response to questions from members of such committees.
-The energy market is facing numerous vital and indispensable changes, and the experience of working together with EU bodies, in the case of the Board of Regulators with the European Parliament, is one of the cornerstones of this process. In my view, being able to present the positions of the energy regulators to the EU institutions, whose role is to take decisions and define the policies of the European Union, is a crucial task for our Office which is responsible for sectoral regulation. That is why it is so important for me to be involved in ACER’s work as Vice Chair of the Board of Regulators - explains the President of URE.

- The European Union Agency for the Cooperation of Energy Regulators (ACER) is an EU agency based in Ljubljana. It was created by Regulation 713/2009 which is part of the so-called Third Energy Package. ACER has been operating since March 2011.
- The Board of Regulators together with the Administrative Board and the Director form the foundation of the organisation. The Board is a consultative and advisory body to the Director of the Agency and its members take strategic decisions related to the functioning of the Agency.
- Cooperation between regulators is mainly implemented through the Board and through working groups and task forces that support the Agency in its work to create an internal energy market. The Agency’s activities are primarily aimed at integrating national markets into a common EU energy market. The aim is to coordinate and promote cooperation between national regulators.
- ACER also has the power to monitor internal markets for electricity and natural gas, in particular the electricity and gas prices, access to the network, including access to energy generated from renewable energy sources.
- The engagement with ACER is a fixed component in the international activities of the President of URE.
