Energy Regulatory Office Department of Gaseous Fuels Market - Departments and Bureaus

The Department of Gaseous Fuels Market (DRG) is responsible for:

• granting, revoking, amending or declaring the expiry of concessions for: transmission, distribution, storage, supply and trade in gaseous fuels, foreign trade in natural gas, liquefaction of natural gas and regasification of liquefied natural gas, transmission of carbon dioxide, as well as verifying compliance with the conditions for carrying out activities subject to a concession;
• issuing a decision ordering the continuation of activity after the expiry of a concession;
• designation of gas system operators and the carbon dioxide transport network operator;
• granting certificates of independence and monitoring the fulfilment of the criteria of independence by the transmission system operator;
• granting the certificates referred to in Article 9h3(12) of the Energy Law Act to the storage system operator;
• examining applications by energy companies for approval of tariffs for gaseous fuels and scrutinising the correct application of such tariffs by those energy companies;
• resolving disputes between energy companies concerning the application of approved tariffs;
• monitoring of the fulfilment by energy companies of their obligations in respect of keeping accounting records and making public their financial statements;
• granting approvals for the construction of direct gas pipelines;
• consultation of draft development plans of energy companies engaged in the transmission, distribution or storage of gaseous fuels, and monitoring their implementation;
• issuing decisions on the cross-border allocation of costs resulting from investments in gas transmission infrastructure with cross-border impact;
• assessing or verifying the volumes of mandatory natural gas stocks;
• checking the fulfilment of the obligation to create and maintain mandatory stocks of natural gas;
• developing benchmarking methodologies and financial projections for the regulation of undertakings engaged in the transmission or distribution of gaseous fuels;
• issuing decisions on the approval of plans to introduce restrictions on natural gas consumption;
• publication of: quarterly average prices of natural gas purchased from abroad, weighted average cost of capital calculation methodology and the risk-free rate.
