Energy Regulatory Office Department of Electricity and Heat Markets - Departments and Bureaus

The Department of Electricity and Heat Markets (DRE) is responsible for:

• granting, revoking, amending or declaring the expiry of licences for: generation, transmission, distribution or trading and supply of electricity and heat, as well as verifying compliance with the conditions for carrying out the activities subject to a concession;
• designation of the operators of electricity transmission (subject to prior granting by the President of URE of a certificate of independence to an electricity transmission company) and  distribution networks;
• designation of the energy company acting as the operator of the public charging station and the charging service provider;
• consultation of development plans with the electricity transmission or distribution companies with a view to satisfying current and future electricity demand, and monitoring reports on their implementation;
• examining applications of energy companies for approval of tariffs for electricity or heat, and checking the correct application of such tariffs by those energy companies;
• resolving disputes between energy companies related to the application of electricity or heat tariffs approved by the President of URE;
• verifying the maintenance of mandatory fuel stocks by energy companies engaged in electricity or heat generation;
• monitoring of the fulfilment by energy companies of their obligations in respect of keeping accounting records and making public their financial statements;
• consultation of plans for introducing restrictions on electricity supply and/or consumption, and their updates prepared by the electricity transmission system operator;
• maintaining a list of direct lines;
• maintaining a list of aggregators;
• consultation of the development plans of energy companies involved in the transmission or distribution of heat;
• publication of: reference index for heat tariffs for cogeneration units, aggregate average electricity prices resulting from the tariffs of last resort suppliers, and the average prices for each tariff group included the in these tariffs, taking account of time zones;
• coordinating the performance of the tasks arising from the “Public Statistics Programme” at the URE level.
