Department of Energy Enterprises

Department of Energy Enterprises mostly deals with the process of licensing of business activity in the frame of production, transmission, distribution and storing as well as trading of fuels and electricity. It conducts administrative proceedings and prepares projects of decisions in cases of issuing, amending, withdrawing and expiry of the license for carrying out business activity, as well as imposing further running of the activity after the license expiry. The tasks of the department also include controlling of complying with the conditions for running the activity covered by the obligation of obtaining the license.

DEE conducts administrative proceedings and prepares projects of decisions in cases of appointing system operators for transmission, distribution, storing gaseous fuels, liquefying gas or combined system operators, as well as in cases of granting approval for the construction of direct gas pipeline or direct line.

Moreover, the Department of Energy Enterprises among its tasks has to agree on plans to introduce limitations in electricity consumption as well as conducting administrative proceedings in matters concerning plans approval for introducing natural gas consumption.

The tasks of the Department also include issuing and terminating certificates of origin for electricity produced in renewable sources and in highly-efficient co-generation, in cooperation with energy system operators and the Polish Power Exchange. DEE monitors also the realization of the energy enterprises the duty to obtain and submit to termination certificates of origin, certificates of origin from co-generation as well as paying substitute fees.

The elementary tasks of the Department include as well the monitoring of the market for bio-components, liquid fuels and liquid bio-fuels, also in frame of the realization of the National Index Target.

The Department deals with examining the applications and preparing acts of appointment and recall for the qualifying commissions, that is, commissions checking the qualification of people, who are responsible for the operation of network as well as energy equipment and installations.
